It has been quite some time now since Samsung called for the global recall of all the Galaxy Note 7 units sold until that point. To be very specific, Samsung went with the recall on 2nd September following which the retailing of the device completely stopped. All the customers who has gotten their devices before 2nd September and had returned the device to Samsung have already started receiving the device in many parts of the world. 
However, there was no news about when will the “safe” Note7 units begin retailing, until now. Samsung has publicly announced that the Note7 will resume retailing from 28th September in South Korea and other regions are to follow soon, “when conditions allow”.
So it would be safe to assume that the non explosive Note7’s will begin retailing by early October in all major Samsung markets and shortly after that all around the globe.
